But the overture did little to narrow sharp divisions within the European Union on resuming full membership talks with Turkey.
NTV, a Turkish television network, reported that Turkey would open one harbor and one airport for a year to Greek Cypriot vessels and planes — on the condition that the European Union would open up traffic to the Turkish Cypriot seaport of Famagusta and the Ercan airport.
Turkey would also be expected to commit to intensive talks with the United Nations aimed at resolving the Cyprus standoff, NTV reported.
Cyprus has been divided since Turkey invaded in 1974 to foil an Athens-backed Greek Cypriot coup seeking to unite the island with Greece. The government in the south, which joined the European Union in 2004, is internationally recognized, while Turkey is the sole nation to recognize the northern government.
